On May 8th, the Sichuan Provincial Department of Economy and Information Technology announced that recently, six departments including the Sichuan Provincial Department of Economy and Information Technology jointly issued the "Implementation Plan for Promoting the High Quality Development of Vanadium Battery Energy Storage Industry" (hereinafter referred to as the "Implementation Plan"). This policy is the first special policy for the vanadium battery industry in China.
The vanadium battery energy storage industry, as a typical green and low-carbon advantageous industry, is an important development direction in the field of new energy storage. Sichuan Province has a strong foundation for the development of vanadium battery energy storage industry, and has established the world's largest and most complete vanadium product production base in the industry chain. Sichuan is rich in clean energy such as hydropower, and the proportion of photovoltaic power generation is gradually increasing, providing a broad market space for the development of vanadium battery energy storage industry.
The Implementation Plan specifies that by 2027, Sichuan's vanadium battery energy storage industry will rank among the top in terms of technological level and innovation capability in the country. It will cultivate and strengthen three or more leading enterprises with outstanding innovation capabilities and national competitiveness, establish a number of pilot demonstration projects with good economic benefits and strong driving capabilities, and achieve the agglomeration and large-scale development of the vanadium battery industry.
According to Qing Jiasheng, Director of the Materials Industry Department of the Sichuan Provincial Department of Economy and Information Technology, it is expected that by 2025, the penetration rate of vanadium batteries in the energy storage field is expected to reach 15% to 20%, and they will dominate the field of large-scale long-term energy storage. The Implementation Plan aims to build a leading vanadium battery energy storage industry base in China by conducting application pilot demonstrations, strengthening independent technological innovation, expanding the production and supply of vanadium products, promoting industrial cost reduction and efficiency improvement, accelerating the construction of industrial clusters, and cultivating and improving standard brands.
Among them, in terms of pilot demonstrations, the Implementation Plan proposes to support the promotion and application of vanadium batteries in various aspects such as photovoltaic, wind and other new energy generation, energy storage, grid peak shaving and frequency regulation, and communication base station energy storage. In terms of strengthening independent technological innovation, the Implementation Plan proposes the construction of high-level innovation platforms such as vanadium battery energy storage laboratories and pilot maturation platforms. In terms of accelerating the construction of industrial clusters, the Implementation Plan proposes to support Chengdu, Panzhihua, Guangyuan, Neijiang, Leshan, Dazhou, Liangshan and other places to focus on key areas such as vanadium battery basic research and innovation, vanadium resource development and vanadium electrolyte preparation, vanadium stack and system integration equipment manufacturing. In terms of cultivating and improving standard products, the Implementation Plan proposes to strengthen docking and cooperation with regions with abundant new energy resources and strong demand for peak shaving at home and abroad, and promote product technology, equipment and services to go global.
Gan Yong, an academician of the CAE Member and director of the National Advisory Committee of Experts on New Material Industry Development, pointed out that vanadium battery energy storage has the advantages of large-scale, long-term and other advantages, is an important part of the energy storage field, and will become one of the best technical ways to expand the use of electric energy, cope with the random fluctuations of renewable energy, and support the high proportion of renewable energy in the power system. The Implementation Plan plays a demonstration and promotion role in promoting the development of the national vanadium battery energy storage industry.
